LG Manoj Sinha Approves Bills to Enable Private Universities, Ease Compliance in J&K

In a significant policy move aimed at reshaping the higher education landscape in Jammu and Kashmir, Lieutenant Governor Manoj Sinha has granted assent to The Jammu and Kashmir Universities Bill, 2026, clearing the way for the establishment of private universities in the Union Territory for the first time.

The decision is expected to expand educational infrastructure and encourage private investment in the sector, opening new avenues for students and institutions alike.

According to official sources, the Lieutenant Governor has also approved The Jammu and Kashmir Jan Vishwas Second (Amendment of Provisions) Bill, 2026, which seeks to simplify regulatory processes by replacing minor penal provisions with monetary fines and compounding mechanisms. The objective is to promote ease of doing business and improve the overall governance framework.

With the Universities Bill now approved, the Education Department will begin drafting detailed rules for the establishment and functioning of private universities. An expert committee, to be headed by the Administrative Secretary of Higher Education, will evaluate proposals from interested entities once the framework is notified. A dedicated regulatory authority will also be set up to oversee compliance, conduct inspections, and ensure adherence to UGC and government norms.

Sources indicate that several proposals have already been submitted by interested groups, though applicants have been advised to wait until the formal guidelines and regulatory structure are put in place.

The legislation outlines clear eligibility conditions for sponsoring bodies, including a minimum period of operation, adequate financial capacity, lawful possession of land, and adherence to prescribed academic and infrastructural standards.

The Jan Vishwas Amendment Bill, meanwhile, is aimed at rationalising penalties across various laws by focusing on compliance-based measures rather than punitive action, thereby reducing the burden on individuals and businesses.

The twin approvals are being viewed as an important step towards modernising the education sector while also improving the regulatory environment in Jammu and Kashmir.
