Questions over administrative accountability have surfaced in the Education Department after the Principal of Boys Higher Secondary School Sultanpora Pattan in North Kashmir’s Baramulla district accused a Drawing and Disbursing Officer (DDO) of alleged misuse of the institution’s official seal and negligence in official responsibilities, with no action reportedly initiated despite repeated complaints.
Official communications accessed by the news agency Kashmir News Trust reveal that the Principal submitted separate complaints to the concerned authorities through letters dated April 21 and April 24, seeking intervention and departmental action into the matter.
The complaints reportedly flagged alleged irregular use of the school’s official seal and raised concerns regarding the handling of official duties inside the institution.
Despite the passage of several weeks and subsequent reminders, the matter is yet to witness any visible administrative action, prompting concern among sections of employees and officials familiar with the issue.
Sources within the department said the delay in initiating an inquiry has triggered questions over accountability and internal oversight mechanisms within the School Education Department.
The controversy has now widened beyond the school level, with employees informally discussing the implications of alleged procedural violations involving official institutional records and documentation.
Officials aware of the matter said the latest reminder submitted by the complainant has again urged higher authorities to conduct a fair inquiry and ensure responsibility is fixed in accordance with departmental rules and procedures.
The reminder has also sought stricter safeguards regarding the custody and authorized use of official seals, which form a critical component of government documentation and administrative correspondence.
Similarly, the School Education Department Jammu and Kashmir had not issued any clarification on whether a formal inquiry had been initiated into the matter at the time of filing this report.
